Are the people in control truly noble People?

We are headed into a time where scientific advancement and technology may lead to genocide beyond imaginable; this may be within the 21st century. These people at the top of society imagine a perfect utopian world with somewhere between 100 million to 2 billion people on the planet as optimal. Some of these people believe much less population would be better.
