Can the Pacific Ocean impact World Wide Weather?

The forcing by the water motion will result in the water moving in the path of least counter forcing, sometimes that direction is downward or even opposite of the original cause of the water's forcing / motion. This can cause warmer water to flow deeper causing abnormal temperature gradients. This can result in upwelling of cooler water that results in a change of weather patterns, having global cyclic influences on weather.
